William Edwin Franklin (born May 3, 1930) is a Bishop of the Roman Catholic Church and the Bishop Emeritus of the Diocese of Davenport, Iowa.

Born in Parnell, Iowa, Franklin was ordained a priest of the Archdiocese of Dubuque, on February 4, 1956. On April 1, 1987, then Archbishop Daniel Kucera consecrated him Auxiliary Bishop of Dubuque. He was named Bishop of Davenport on November 12, 1993 by Pope John Paul II. He retired on October 12, 2006.[1] Franklin Hall, a residence hall at Saint Ambrose University in Davenport was named in his honor.
