Obvious bad-faith submissions may be tagged for speedy deletion if appropriate.
Include a decline reason in the submission template ({{AFC submission|D|reason}}). Write a custom reason with {{AFC submission|D|reason|Your reason here}}, or choose from the list of standard messages as described in the template's documentation page.
Add the reason for declining the redirect to the bottom of the section containing the request, or add {{subst:afc notarget}} if the submitter failed to specify a target for the redirect.
Add {{subst:afc r}} to the top of the section, and {{subst:afc b}} to the bottom, below the decline reason.
