Massachusetts Congressional District 5 is a congressional district in northeastern Massachusetts . It contains the cities of Lowell , Lawrence , Haverhill , Methuen , and Chelmsford . It was most recently represented by Marty Meehan , who served the district from 1993 to 2007. The seat is held by Democrat Niki Tsongas having won a special election on October 16 , 2007 .
