União de Leiria have been relegated to the Liga de Honra, finishing in last place in 2007-08.
Boavista have also been relegated as punishment for their participation in a match fixing scandal in 2003-04, saving originally relegated Paços de Ferreira from demotion to the Liga de Honra.

Leiria and Boavista will be replaced by two promoted teams from the Liga de Honra. The first is C.D. Trofense, who clinched the second level title. It will be their first appearance in the Liga. They are accompanied by Rio Ave F.C. who returned to the Liga after two seasons in the Liga de Honra.
