Scouting is a worldwide youth movement composed of many organizations. Its aim is to develop young people physically, spiritually and mentally so that youth may take a constructive place in society. This is achieved through non-formal education with emphasis on practical activities in the outdoors, the so called Scout method. The Scout Movement was founded in 1907 by Robert Baden-Powell, a retired Lieutenant General in the British Army. He was also at that time a good friend of William Alexander Smith, Founder of the Boys' Brigade. Currently Scouting and Guiding have over 38 million members in 217 countries and territories represented through several different Scouting associations at the international level.
The Scout Association of Hong Kong (Chinese: 香港童軍總會) is the overall Scouting organisation in Hong Kong. After the first Scouting initiatives in 1909, the Hong Kong branch of The Boy Scout Association of the United Kingdom started in 1914 by registering the St. Joseph's College Scout Group, and was formally established in July 1915. The Hong Kong branch became an autonomous association and the 111th member of the World Organization of the Scout Movement (WOSM) in 1977. In 2008, the association had 96,682 uniformed members, with approximately 2700 Scout groups in the sections Grasshopper, Cubs, Scouts, Venture and Rover Scouts, making it the largest uniformed youth organisation in Hong Kong. The headquarters at the Hong Kong Scout Centre is in Tsim Sha Tsui, Kowloon. It annually organises the traditional Scout Rally, providing Scout competitions and activities. For specific anniversaries, themed Scout Jamborees have been organised.

- 1920 – 1st World Scout Jamboree ends (began Jul 30th).
18th-28th
- 1955 – 8th World Scout Jamboree begins in Niagara-on-the-Lake, Ontario, Canada. This was the first major international gathering of Scouts outside of Europe and the first World Jamboree broadcast on television. Olave Baden-Powell visited.

Terry Sanford was an American lawyer and politician from North Carolina. He served as a paratrooper in World War II and became the Governor of North Carolina and US Senator. He is noted as promoting rights of minorities, education, and leader of the New South. Sanford is a recipient of the Distinguished Eagle Scout Award and gave great support and credit to the movement, saying it "probably saved my life in the war. Boys who had been Scouts or had been in the CCC knew how to look after themselves in the woods. ... What I learned in Scouts sustained me all my life; it helped me make decisions about what was best."
