The Issa (Somali: Ciise) are a Somali clan, a sub-clan of the Dir.

The Issa reside primarily in Djibouti, Awdal district of Somaliland in northern Somalia and the Shinile Zone located in the Somali Region of Ethiopia.

Issa consists of further sub-clans which are:

• Howlgati and Walaaldoon (Makahir, Mahamuud, Iidleh)
• Uurweeyne (Fiqi and Abdalle)
• Hooroone (Habar Walaal and Geelwalaal)
• Howleh, Fuurlabe (Mahdle, Saaib)
• Ceeleeye (Muuse, mamasan)
• Wardiq
