Some bulletin board and forum systems do not allow such posts, requiring users to be registered. Some systems allow this, but use of this feature is discouraged by technical restrictions or the respective community's members (see: Anonymous Coward).
Some do not necessarily encourage this, but may understand the necessity of it, in the case of informers in political contexts (see: 2ch), or privacy on websites with mature themes (see: 4chan).
